Sean Baker is as an indie a filmmaker a he could be - he practically always works with small budgets, often with unconventional filming techniques, and likes to cast unknowns or amateurs for major roles. Furthermore, his movies often deal with people ignored or desprised society at large. His 2012 film "Starlet" dealt with porn starlets as main characters, two years ago "Tangerine" told a tale about a transgender prostitute (filmed entirely on smartphones). This time, he went to Disney World, as "The Florida Project" (which was a codename for Disney World used in its planning stages) shows a kid living with his mother in a low-rent motel at the outskirts of the entertainment park. The film is told from the perspective of the child and their friends in this run-down part of Orlando, who play in the streets blissfully ignorant of their poverty.
